Warm oil in a medium skillet over medium heat. Add onion and cook, stirring, until softened, about 3 minutes. Stir in garlic and add your ground turkey and chili powder stirring until meat begins to brown. Stir in tomato sauce and beans and bring to a simmer. Reduce heat to medium-low and simmer until sauce has thickened, about 10 minutes. Season with salt, if desired.
Add a little water to a skillet, just enough to barely cover half the pan. Heat it up until it begins to steam off, then add your hot dogs. Allow them to steam as the water boils off completely. You can continue to pan fry them until they are just a tab crispy, to your taste.
Place hot dogs on buns and top with chili, a little cheese and onions, and serve immediately.
